Failed at command 3 in m::rce

An unlabelled contract aborted in m::rce with code 1 (no error name published). Failed at command 3.

A contract refused it: one of its own checks did not pass, so it stopped on purpose. The contract publishes no name for code 1; the check that failed is in m::rce. Nothing it tried to do took effect: every change was rolled back. Gas was still charged (0.00063 SUI), because validators did the work up to the failure, and the objects it used still moved to a new version.
