Failed at command 0 in reconfig::start_reconfig (Hashi)

Hashi aborted in reconfig::start_reconfig with code 13906834578070306815 (no error name published). Failed at command 0.

A contract refused it: one of its own checks did not pass, so it stopped on purpose. The contract publishes no name for code 13906834578070306815; the check that failed is in reconfig::start_reconfig. Nothing it tried to do took effect: every change was rolled back. Gas was still charged (0.0001 SUI), because validators did the work up to the failure, and the objects it used still moved to a new version.
